sir,
I am directed by Viscount Cranborne to refer to Colonial office letter of the 1st July regarding the incidence or charge of expenditure incurred by the Consul üeneral at Manila in connection with the evacuation of civilians from iiong ..ong to Australia and to enclose herewith a copy of a letter which has been received from the Treasury on this subject.
2. It will be observed that the Treasury are of the opinion that the strictly proper course would be for the Colonial Office to secept only that part of the expenditure in question which relates to the wives and families of civilians leaving the remainder of the claim, which relates to the wives and femilies of 3ervice personnel, to be met by your Department and the Admiralty.
3. The Colonial CPrice is accordin ly prepared to accept the expenditure set cut in Sections 1 and 2 or the claim, amounting to Pesos 91.972.44, and I am to
1 enquire whether your Department, in conjunction with the Admiralty, is prepared to accept the expenditure included in sectiona 3, 4 and 5 of the claim mounting to resos 167,876.50. On learning from you the proportion of this sum to be charged to your Vote, steps will be taken to refer the claim to the Comptroller and Auditor General, in order to obtain his agreement to the no. submission of vouchers, in accordance with the procedure set out in Treasury Circular o.14/42, and then to settle the whole claim with the Foreign office subject
